Adoption Notice: Implementation of SB1383 Short-Lived Climate Pollutants: Organic Waste Methane Emissions Reductions
In September 2016, SB 1383 (Lara, Chapter 395, Statutes of 2016) established statewide methane emissions reduction targets in an effort to reduce emissions of short-lived climate pollutants in various sectors of California’s economy. It includes statewide goals to reduce the disposal of organic waste and recover edible food for human consumption. To accomplish these statewide goals, SB 1383 regulations, which were approved on November 3rd 2020, include prescriptive requirements for jurisdictions related to recycling and organics collection, inspection, and enforcement policies and programs and edible food recovery. The City of East Palo Alto needs to comply with nearly all SB 1383 requirements by January 1, 2022.
On November 2, 2021, the City Council held a public hearing and voted to introduce an ordinance amending the existing Chapter 8.32 and an ordinance amending Chapter 2.84 of the East Palo Alto Municipal Code. On November 16, 2021 the City Council voted to adopt both ordinances.This Ordinance shall take effect and be in full force thirty (30) days after the date of its adoption.
