Highway Safety Improvement Project (HSIP)

Project Type:
Street
Project Status:
Design In Progress

The City of East Palo Alto has one of the busiest commuter corridors in the peninsula due to its proximity to Highway 84 (Dumbarton Bridge). The University Avenue Safety Enhancements Project addresses years of community concern along University Avenue. A jurisdiction wide safety analysis was completed and identified four intersections along University as having the top five greatest number of collisions. These accidents are often fatal or severe injury collisions.

The project includes improving pedestrian crossings, installing upgraded signal equipment to increase visibility, and installing protected left phases to separate conflicting vehicle movements. The goal of the project is to reduce overall fatal and severe crashes of certain types at University Avenue and Runnymede Avenue.

City Council authorized the design work for this project on April 4th 2023. The design was completed in February 2024 and construction is estimated to begin in 2025. The project plans can be found here. The project technical specifications can be found here. The estimate can be found here.
