Encroachment Permit
Required for all work within the City's Right-of-Way. See Municipal Code 13.06.200 and 13.06.280

Grading Permit
Required for any grading over 150 cubic yards (cut + fill), or when the height of the site is increased or decreased more than 2 feet.

Banner Permit

On 7/16/2024 The City of East Palo Alto adopted a banner policy. The program guidelines can be found here. For Banner Permit applications, the following items must be included in the banner application package:

• The name of the individual, party or organization requesting a permit (“Applicant”), and the mailing address, email address and telephone number of the person authorized to act on behalf of Applicant on an encroachment permit application.
• Name of the authorized and licensed Installer who will perform the installation and removal of the banners.

• Verification of the Applicant’s and Installer’s insurance coverage requirements  
• A proposed schedule for the installation and removal of the Banners based on the guidelines provided in the application.
• The number of Banners, Streetlight Poles, and map of pole locations requested. 
• Camera-ready artwork of the proposed Banner design with colors and dimensions adhering to the design requirements herein.  
• Signature of the person authorized to submit the application on behalf of Applicant.
