Transportation Demand Management (TDM) Program Administrator
The City of East Palo Alto (“City”) invites qualified firms/candidates to submit statements of qualifications for managing the City’s newly adopted Transportation Demand Management (TDM) Program. Adopted on June 1, 2021 by the City Council, the TDM ordinance to be effective immediately. However, the program is scheduled to be implemented in 2022. The City is seeking to contract with an individual or firm that specializes in the administration/management of the TDM Programs and can assist the City to maximize the benefits of TDM strategies. The TDM program applies to all new development projects as well as a limited application to existing development. The City established this TDM program for the following purposes:
To improve mobility in the city, county and surrounding region by reducing up to 40 percent of vehicle trips;
To reduce vehicle emissions, energy use and ambient noise levels as a result of fewer vehicle trips, fewer vehicle miles travelled and reduced traffic congestion; and
The City will periodically reevaluate its program in conjunction with any countywide TDM program and will revise it when warranted by traffic conditions and demonstrated results of the TDM program.
