Development Impact Fee Nexus Study and Financial Feasibility Analysis

The City of East Palo Alto (“City”) is issuing a Request for Proposals (“RFP”) to prepare a nexus study and a financial feasibility analysis to update its development impact fees. The City is seeking to retain a qualified professional firm with substantial experience in preparing development impact fee nexus studies for infrastructure improvements including parks and trails, public facilities, water infrastructure, storm drainage, and transportation infrastructure. The selected firm would also prepare a financial feasibility analysis for development projects that considers the existing and proposed development impact fee levels. These two objectives comprise the proposed Scope of Work. 

All proposals must be received by the City no later than Monday, August 28, 2023, by 4:00 pm. Submittals shall consist of three hard copies and a copy of the proposal with three relevant work samples on a thumb drive delivered to:
