First Source Hiring Ordinance

The City Council adopted a First Source Hiring Ordinance on April 5, 2022, adding Chapter 5.11 to the East Palo Alto Municipal Code. Click here for the full ordinance.

The First Source Hiring Ordinance applies to:

• Any public works contracts with the City that have a value of $250,000 or more,
• A subsidized project with a subsidy from the City of $250,000 or more (for example an Affordable Housing development where the City is involved),
• A project sited on property leased from the City.

The City is working on guidelines and implementation of this policy. For further background on this Ordinance:
