Koff & Associates, Inc., conducted a comprehensive classification and compensation study recognizing the changes in City needs, organizational and employment conditions. The study was precipitated by several factors:
- The concern of management and the employee bargaining groups that employees should be recognized for the level and scope of work performed and that they be paid on a fair and competitive basis that allows the City to recruit and retain high-qualified staff in order to support the growth of the City.
- To ensure that all class descriptions reflect current programs, responsibilities and technology.
- The desire to ensure that internal relationships of salaries are based upon objective, non-quantitative evaluation factors, resulting in equity across all City departments.
It is our hope and the City's intention to maintain a competitive edge as well as reflect the City's desire to continue addressing current and forward wage parity issues that will not only attract new talent but also retain our existing employees.
