The City of East Palo Alto (“City”) is issuing a Request For Proposals (“RFP”) to
retain a firm to prepare an Economic Development Strategic Plan (“ED Strategic
Plan”). The purpose of the ED Strategic Plan is to build a resilient local economy
that enhances the City's fiscal health and creates job opportunities to address
economic inequality within the community ensuring inclusive growth. The
development of this plan is one of the City Council’s Strategic Priorities and is
included in the City Strategic Plan.
The ED Strategic Plan will include a focus on supporting and attracting Small and
Micro Businesses in East Palo Alto. It will ensure that regional partners are fully
engaged to support East Palo Alto businesses. The plan will include elements that
include work with local small and micro businesses to identify areas of greatest
need and support.
The ED Strategic Plan will review and analyze the City’s 8 business districts:
1. Gateway Retail Center
2. Ravenswood Business District
3. University/Bay Corridor
4. University Circle
5. 4 Corners/Bay Road
6. Pulgas/East Bayshore Corridor
7. Laurel/Glenn Way East Bayshore
8. Neighborhood Retail.
