The Strategy to Advance Flood Protection, Ecosystems and Recreation along the San Francisco Bay Project (SAFER Bay Project) is being implemented by the San Francisquito Creek Joint Powers Authority (SFCJPA) on behalf of the City of East Palo Alto (EPA).  The SFCJPA is a joint powers authority comprised of the cities of East Palo Alto, Menlo Park, and Palo Alto, the San Mateo County Flood and Sea Level Rise Resiliency District and Santa Clara Valley Water District.  For more information about the SFCJPA, tap https://www.sfcjpa.org/.

The SFCJPA plans, designs and implements multi-benefit projects across jurisdictional boundaries to protect communities from flooding, including flooding from high creek flows, coastal flooding, and sea level rise, that enhance and restore ecosystems and improve trails in Project areas.

The SAFER Bay Project levee will run continuously in East Palo Alto from the O'Connor Street Storm Drain Pump Station to the city limits near University Avenue.

The project is currently in the environmental and conceptual engineering phases.
