Building and Code Enforcement Services Staff Augmentation RFP
The City is seeking qualified professional firms to provide support to our Building Division which includes Code Enforcement. Most of the work will require the selected firm to be on-site, where office space will be provided; with flexibility to complete some work remotely. The procurement has two main parts:
- Part 1 - This first part of the scope of work, called Building Services, shall include on-site and off-site plan review, on-site staff augmentation, and other Building Division duties as assigned. The respondent should have experience in the evaluation and documentation of development projects for compliance with all local codes and ordinances, State Codes and Federal Codes and Standards. Respondents shall provide the City with professional services and dedicated personnel to perform the following services as needed: plan review, building inspections for specific projects, and other related tasks. Since the City has been challenged to find a permanent Chief Building Official, the City has utilized consultant support to fill this position for nearly three (3) years. Respondents shall describe how their firm has the capacity to provide Chief Building Official services, in the event the City requires such services. Please refer to Attachment 1 for job specifications for Chief Building Official.
- Part 2 - The City has had an on-call staff augmentation contract for the past 6 years and although the scope has been largely building focused, the City is specifically calling out a specific need for additional support in Code Enforcement. The current 2025 City Council has asked City staff to develop a staffing plan to address Priority Three cases. This could include the issuance of code enforcement violations and follow up to cure those cases. The scope could also include improving the information and processes of the Code Enforcement program. Lastly there could be after regular business hours work including weekend enforcement. There could be other Building Division duties as assigned where code enforcement is interrelated, including updating the TrakIt database (which is what we use in the Building Division to issue permits as well as track Code Violations). The respondent should have experience in all local codes and ordinances, as well as State Codes and Federal Codes and Standards for Code Enforcement.
Submittal Requirements
Respondents must submit three (3) hard copies of each proposal submitted as well as one (1) electronic version of the proposal either on a flash drive or via e-mail (see below).
Submission Deadline
Respondents must submit one (1) electronic copy of the proposal. This may be submitted by email to the Community and Economic Development Department through the following email inbox: CED@cityofepa.org and also included on a flash drive with the hard copy submissions.
Respondents are asked to mail or drop off three (3) hard copies of the proposal, by 12:00 PM on March 14, 2025 to the following address:
