Request for Proposals - Informal Bid Inspection Software
The City of East Palo Alto is seeking the services of a qualified software firm to provide support for the City’s Building Division in the Community & Economic Development Department. The selected firm would enter into a one-year contract not to exceed $24,000.
Interested parties should submit a brief proposal for providing the services listed on pages 2-3 of attachment.
Project Overview
The City of East Palo Alto is seeking software that integrates with our existing CRW Trakit permit system to streamline the process of managing inspection requests. The proposed solution should include functionality for the following:
- Inspection Request Intake: Mobile app and website interface for applicants to submit inspection requests.
- Transparent Confirmation Process: Confirmation notifications with inspection time windows.
- Communication Tools: Ability for inspectors to update applicants/homeowners/contractors on their arrival, delays, or other important details.
- Inspection Results: Mobile-friendly platform for inspectors to submit results, additional notes, and photos

Submittal of Proposals
Only e-mail submittals will be accepted. Submittals are due on or before January 17, 2025 at 5:00 p.m. Pacific Time. The date stamp on the email will reflect the time the submittal is received by the City of East Palo Alto. The City reserves the right to reject late submittals. Send Submittals. One (1) e-mail copy of the Proposal Response shall be sent electronically to dzhao@cityofepa.org. The subject of the email should be: “RFP for East Palo Alto’s Informal Bid for Inspection Software.” The consultant may contact the Community and Economic Development Department at building@cityofepa.org, to arrange electronic submittals of large files. Submission of a proposal indicates acceptance by the consultant of the conditions contained in this RFP unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of East Palo Alto and the consultant selected.

The deadline to submit questions for this informal bid is Wednesday, January 8, 2025 before 5:00 PM. The City will e-mail the Question & Answer response via Addendum to the informal bid on Friday, January 10, 2025.
